H137: Capital Procedure / Severe Mental Disability
- North Carolina prohibits people with mental retardation from being executed. We should provide the same protection to people suffering from a severe mental disability:
- A person with a severe mental disability suffers from cognitive limitations as severe as persons with mental retardation.
- While North Carolina passed protections barring executions of persons with mental retardation in 2001 due to their impairment, no similar protection exists for adults suffering from severe mental illness.
- H137 protects people who suffer from the most severe mental disabilities just as North Carolina protects people with mental retardation.
