H137: Capital Procedure / Severe Mental Disability

North Carolina prohibits people with mental retardation from being executed. We should provide the same protection to people suffering from a severe mental disability:

A person with a severe mental disability suffers from cognitive limitations as severe as persons with mental retardation.

While North Carolina passed protections barring executions of persons with mental retardation in 2001 due to their impairment, no similar protection exists for adults suffering from severe mental illness.

H137 protects people who suffer from the most severe mental disabilities just as North Carolina protects people with mental retardation.

Please ask Buncombe County Senate Bruce Goforth to support H137 Capital Procedure/Severe Mental Disability in the House vote Thursday July 30, 2009.

Please vote to support Capital Procedure/Severe Mental Illness (H137). The protections available for people with mental retardation should also be available for those with severe mental disabilities. H137 would only protect people who suffer from the most severe mental disabilities. Since North Carolina prohibited people with mental retardation from being executed in 2001 the state has saved hundreds of thousands of dollars when mental retardation was an issue in capital murder in trials. I ask that you vote to support H137 Capital Procedure/Severe Mental Illness. Sincerely,
