  H137: Capital Procedure / Severe Mental Disability

  • North Carolina prohibits people with mental retardation from being executed.  We should provide the same protection to people suffering from a severe mental disability:
  • A person with a severe mental disability suffers from cognitive limitations as severe as persons with mental retardation.
  • While North Carolina passed protections barring executions of persons with mental retardation in 2001 due to their impairment, no similar protection exists for adults suffering from severe mental illness. 
  • H137 protects people who suffer from the most severe mental disabilities just as North Carolina protects people with mental retardation. 
Please ask Buncombe County Senate Bruce Goforth to support H137 Capital Procedure/Severe Mental Disability in the House vote Thursday July 30, 2009.
