No Child Left Inside

November 21, 2009 Subject: As a constituent of yours who cares deeply about environmental literacy, I am writing to respectfully request that you support passage of the No Child Left Inside Act (NCLI). In the coming decades, our children will more frequently be called upon to understand increasingly complex environmental issues and how their individual decisions affect the environment at local and global scales. They will need to become environmentally literate in order to be responsible and successful citizens of the 21st Century. So we can't continue to treat environmental education as optional. In fact, the lack of environmental education in the U.S is one leading cause for why U.S. students perform relatively poorly in science assessments compared to students from other countries. As marked up by the House Education and Labor Committee, NCLI (HR 3036) reauthorizes the long expired though still funded National Environmental Education Act of 1990 (NEEA) for one year, at the 1995 appropriation level of $14 million. It also amends the NEEA to: 1. include a National EE Capacity Building Grants program to be administered by the Department of Education (States as well as NGOS and schools may apply for these grants; however, to receive these funds, a state must have an approved environmental literacy plan in place or use the funds to create one), and 2. expand the purposes of the teacher training program. Please support this important bill, the only federal legislation specifically for environmental education. Thank you for your consideration of this request.
